2013 will usher the reelection of many of our legislators and
the entry of new Representatives considering the birth of new
districts. The “Outstanding Congressman Awards” will celebrate
its 21 year anniversary with this publication. The need to
st
identify and celebrate our Congressmen and women has never
been more demanding with the body politic. The consistent
delivery of any brand promise generates an integrity making
it the brand! Addressing inevitable issues head-on is a matter
FOREWORD of strategy and thus optional. Strategic management and control
in political brand management however dictates forthright
consistency. Only with consistency can integrity be developed.
There is a dire need to generate awareness for political brands that
are established over years of service to our country. While there
are multiple award-giving bodies in the Philippines, there is a
dearth for global brand arbiters to identify and celebrate our local
executives.
Enter SMI
A Representative has already generated a mandate from
constituents. That Representative has already achieved the title for
“Good,” for “Better” and already enjoys the “Best” amongst the
citizenry. But with “Outstanding,” the nomination is for successes
achieved.

The Outstanding Congressman Award
Now on its 21 year the objective is to promote the work of our

Representatives given the mandate in our legislative Districts and
Party Lists for their singular or collective efforts toward nation
building. This is the objective of this award; with our efforts to
cite them for their achievements and their legislation to promote
their districts and country.
These awards and citations have a singular purpose—to educate
and inform the publication’s readers. We hope the award; in at
least a small way will encourage these individuals to continue
their good work and to inspire others to do likewise. Unlike many
of today’s publications that criticize but offer no solutions, we
look for the good and the constructive. We hope the publication
demonstrates that legislative competence with adequate exposure
will generate leadership examples for government. If that comes to
pass, we would have succeeded.
