He is the elected representative of the BUTIL Farmers
Party in the 16th Congress of the Philippines. Aside sa Kongreso.
His main role as a legislator is to advocate for the transformation
of the various concerns of marginalized farmers and fisherfolk
into legislative initiatives. For instance, he just recently filed
House Bill No. 3180 entitled AN ACT ESTABLISHING
MECHANISMS TOwARD SOUND MANAGEMENT OF FOOD
AND FOOD STAPLES CONSUMPTION, ZERO FOOD-
wASTE MANAGEMENT PURSUANT TO FOOD SECURITy
AND APPROPRIATING FUNDS THEREFOR.
He is currently the Chairman of the Special Committee
on Food Security as well as the Vice-Chairman ng Committee
on Good Government and Public Accountability. He is an active
and hardworking member of other committees: Agriculture
and Food, Agrarian Reform, Cooperatives Development, Labor
and Employment, Human Rights, Government Enterprises and
Privatization, Banks and Financial Intermediaries and Special
Committee on Bases Conversion.
His academic preparation and professional track record was
and will always be rooted in agriculture. He graduated from the
Gregorio Araneta University Foundation (GAUF) in 1979 with a
Bachelor of Science degree in Animal Husbandry. He pursued his
Masters Degree in Strategic Business Economics Program (SBEP) from the
University of Asia and Pacific (UAP) as well as his Diploma in Advanced
International Bank Management Course with support from the Swedish
International Development Agency & Conceptors International based in
Stockholm, Sweden.
